Gatineau is the clearest example in Canada of how much provincial rules matter. It sits directly across the river from Ottawa, people cross in both directions all day, and yet what may legally be sold on each side is genuinely different. Quebec prohibits vaping products in flavours other than tobacco. Ontario does not.
If you work in Ottawa and live here, or the reverse, that difference is the single most useful thing on this page. What governs your order is the delivery address rather than where you spend your day.
One urban area, two sets of rules
The National Capital Region functions as a single labour market and a single housing market, with a provincial boundary running through the middle of it. That boundary is invisible on a bus and decisive at a checkout.
A Gatineau address is a Quebec address. Since 2023 Quebec has prohibited the sale of vaping products in flavours other than tobacco, which covers liquid and prefilled devices alike. An Ottawa address, minutes away, falls under Ontario rules, which restrict most flavours to specialty retailers but do not prohibit them.

What actually applies to your order
The rule that governs a delivery is the one in force at the delivery address. If you order to a Gatineau address, Quebec rules apply, regardless of where you work, where you bought something previously, or what a shop across the bridge stocks.
The age rule follows the same logic and runs the other way. Quebec sets the minimum at 18, the federal floor, where Ontario sets it at 19. Somebody who may legally buy to a Gatineau address at 18 could not buy to an Ottawa one.

Gatineau shares the Ottawa winter, which is among the most severe of any urban area in the country. January runs below minus ten on average and drops far lower in a cold snap.

Do not put a cold device straight on a charger. Condensation forms inside when it enters a warm room, and letting it reach room temperature first avoids moisture sitting against a battery contact.

The interprovincial bridges carry a great deal of commuter traffic and they are the pinch point for everything moving between the two cities, including parcels in some routings.
